Are Moria and Angmar really just one army list? If you read the text for allies (p. 6) it seems quite clear on this:

Evil armies: Mordor, Isengard, Harad and Umbar, Moria and Angmar or Eastern Kingdoms.

So, "Moria and Angmar" is clearly one army, the same way "Harad and Umbar" is. But in the book, there is a separate list for both Moria and Angmar, and the same is reapeated in the structure of the web page...

Nope, they are two separate army lists. In this case, the and means that the book has the army list for the Moria faction and the Angmar faction inside of it.

In the moria goblin drum it states that the -1courage affects all good models.Should this assumed to mean enemies?What happens if I for example come up against mordor?Do they get -1 courageAnd it also says ALL Moria goblins on the battlefield get +1 courage?I assume it means friendly but it leaves room for rules lawyers.

You're correct in the first part, read it instead as 'enemy models suffer -1 courage'.

However, the second part is what makes the drum not so useful, Moria Goblins are a specific unit that will benefit from the re-roll, so the Goblin Town Goblins and Gundabad Blackshields won't benefit from the effects.
